The buyer has to have a purchase permit or ccw. If it is a purchase permit, there isn't a requirement that you keep it, but you'll probably want to keep some record of the sale.
If he has a ccw, you can make a copy or just write down the esseentials.
The buyer doesn't have to be from your county but his permit or CCW must be from his county of residence.
