I would say it's narratively necessary that Hiro and Ando visit Odessa, TX.
The two question marks are how they find out where to go, and whether either of the Flying Petrelli Brothers go as well. Isaac the Future Painter isn't likely to leave his studio--but they can dope him up and keep him cranking out the cheat-sheets.
