The entire screen? Well, just go into the menu Video > Filters... and, in the filter dialog that comes up, press the Add... button and you will see a list of filters. Choose one that strikes your fancy...
...mind you, VirtualDub is not a video editor, so whatever filter you choose will be applied to the entire video stream...
