seems pretty straightforward to me... you sign up for the service, get SMS spam, and maybe a few useful pieces of information.
in my opinion it would be pretty useless. you couldn't use it for official announcements unless the school wanted to pay to do so, and even then it would only go to people who had signed up for the advertisements.
I don't really understand the perceived benefit to students.
