Definitely Bellingham. There is excellent salmon fishing in and around the San Juans as well as good lake fishing in the area. Camping/backpacking--well, you're a stone's throw away from the North Cascades and all it has to offer, as well as the San Juans. Mt. Baker has some of the best snowboarding in the Pacific Northwest, from what I hear, and hunting is very common in the area as well. Like I said, it's a sizeable city about an hour and a half from Seattle (drive your car, or take the train), or an hour from Vancouver, Canada (could be less if there's no border traffic, and again, there's a train too) with plenty to do in and of itself, because it developed on its own, versus as a suburb, and it's a college town too.
