I've never come accross anything that brush-b-gone couldn't handle(needs multiple applications, make sure it doesn't get washed off in 24 hrs each time). However, if you are going to be getting rid of the ivy, just pull it. Good old fashioned elbow grease. You'd be surprised how easy that stuff will come out once you get into it. A machete can be a huge help. Be sure to wear long pants and sleeves so you don't get eaten alive by critters. If it is poison ivy and it is really a problem, save yourself the itching and have a pro handle it.
