Well, this probably works well in any setting: but
Minimize red-tape and paperwork.
Don't have a network manager-level person wasting their time with help-desk level issues.
Show appreciation with "real value items" (dollars and time off), not friggin coffee-cups.
Public praise/recognition.
and as frogza already said, "Provide state of the art equipment for them to work on."
