If someone ISN'T EVEN CHARGED, then the property is returned immediatally. If it isn't returned, it is theft. The thing is, the article doesn't say that the cash wasn't reutrned. This seems more a case of an overzealous police officer bringing someone in without evidence of illegal activities. The police officer should be trained better, and Mr. Gonzolez should be allowed to continue his trek with his money.
