My guess would be that as soon as it starts getting dark a pretty good streetlight comes on very nearby, and the lighting inside is pretty gentle.
Sure, I could use it. Hell, I've gone to some extremely sketchy motels where I'm not sure the mirrors weren't one-way.
I'd have an extreme urge to point and laugh every time I walked by it though, just in case somebody's in there.
