OK - this looks like my specialty (for those that don't know, I work for a condom company).
I'd recommend using a condom with a flared end (rather than parallel sides). Also add a very small amount of water based lubricant - ensure it states "condom safe" on the label INSIDE the condom.
This should ( A ) provide enough room for the foreskin to move, and ( B ) prevent the condom getting caught under the skin.
