The problem with that, is that there are more than one Watcher, yes? They only meet every so often to pass information (except to that one guy who intervened and is now unable to do so)
There is a definite possibility in this case that another Watcher, of a generally "more smart" sector of the universe will know more than the "Earth and surrounding areas" watcher.
