Could be, but some are able to deliver decent results all the same. Try re-scan your drawing with the following settings:
Histogram:

Any scanner software comes with a histogram; it is a representation of an image derived by counting the ‘color’ of each pixel.
The first arrow indicates shadows, The second; Midtones and the third; highlights.
Normally you’re suppose to drag the first and last to where the graph begins in order to bring together as much information as possible (you need to do this because once you’ve scanned the drawing, Photoshop can’t make up color information that isn’t there from the beginning) but you may find that you have to drag them even further or less than that to get a satisfying result; since each picture/drawing is unique so must their position be. Try experimenting with them - especially the one with the Midtones; it’ll enhance the details of the lines in your drawing.
