How important does a person have to be before they are considered assassinated instead of just murdered?

Assassination is a subset of murder. Assassination is murder for political reasons.

Were President George W. Bush shot in a drive by shooting, I'd call that murder, as I would if President Bill Clinton were killed by someone because of a love quarrel.

But if someone kills their mayor over a zoning issue, that's assassination.
