You really need to look at what is running. I'll assume you are running Windows XP, though you don't actually say - open up Task Manager (right click on an empty bit of the start bar and and choose "Task Manager"), then choose the "Processes" tab, and sort by the CPU column and report back on the "Image Name" that ends up at the top (ignoring "System Idle Process" if it is at the top).
You can keep task manager open and see what is jumping to the top.
