Well. It's not impossible the CPU is fried. I don't have enough experiance overclocking to say if there's good odds for that, or what; but, it could have happened.
Can you tell if you're getting past POST? Any beeps or LEDs to lead you on your happy POST code checking way?
As you say, you've tried to reset the board's settings to thier defaults. That's the first thing I'd do too. Since you're not getting anything on the monitor, I'm assuming you mean that there's some indication the video and monitor work...but there's no indication the board's getting past post. IE: no bios or boot screen.
At this point, the best suggestion I have is to start at question #1: Is it passing POST? If not, try to find out specifically what component is busted. Use POST codes, if any are happening. Then start swapping out components with known-good stuff and keeping your fingers crossed.
