You can google plenty of rental options and locations. Eaglerider.com has Harley models from $1300-2400 for 2+week one-way trips. It's unlikely you could beat that buying and selling unless you had lots of time to mess around. No doubt a company like that will also be able to help with the legalities and route preparation.
