Google and download Adaware (by Lavasoft) and Spybot: Search & Destory. One of those tools should detect this false "utility" and help you delete it; likely through a boot-up scan and removal process.

Of note, there seems to be a variant of SpywareQuake that came out yesterday, and the instructions for removal of the new variant are already posted.
