I'm blind but it looks like you removed the PCShield junk. What do you see?
The "safe defaults" option is generally obvious, at the top screen or first menu level. Look for factory defaults or similar. It wasn't as standard in every BIOS of that era.
Can't say why things would be slower. Is it consistently slower? (Wait for booting to complete before running apps.) You might just be getting faster.
I'd still update the MB BIOS if you haven't in the last year or two. A 2000 VIA chipset and BIOS is very moldy. You don't need to see much to do it.
Other than the BIOS update and settings there aren't many options remaining. Seeing as Monday is fast approaching, my final act of desperation would be a parallel install of windows. (another folder or another partition) Then, if the video problem remains, it's time to beg or borrow another card. If you have to buy something consider moving to a new board/cpu combo for some headroom. Don't give up yet, I'm just mentioning this stuff in case I have to sign off for awhile.
