Did you get rid of that SafeGuard stuff? Nimetic's right about the orphans. Run Powertools again and it should take care of them.
As for the video, I'm not sure I'm reading the problem correctly, but if you're getting the same problem (lines) now with the 5200 as you did before then there's something else wrong. Plaid mentioned cooling. Have you opened it up to make sure fans are spinning and heatsinks clean?
Before buying another card, remember you can buy a board/cpu/512MB combo with video for ~$120. With your 5200 (if it's okay) it'd make for a nice setup again.
