Posting the log is safe. It tells us a bit about what's running and set to run at boot. If you posted your IP address or identity it mght help a bad guy break into something that's weak, but the log itself is anonymous.
Uninstall SafeGuard products. Popup Blocker, Content Cleaner, Spyware Guard, Spam Guard. Not that they really uninstall themselves...
Run Hijackthis again, scan only, check and fix the PCShield stuff:

The beep could be something that's trying to happen (pop-up or ...) dying because something else thinks it's protecting you. A dying gasp or alert. Even protection software fighting amongst themselves. Can be tough to uncover. Can you think of anything common among when it happens? Specific programs you're using, times (of day or per hour), etc.?
With 256MB I would switch from Avast to AVG. At least shut down any Avast providers you don't need. (P2P, IM, etc.) Not a huge impact but it could free up 20MB.
Green lines: I read your reports again. It does sound like an overlay problem, except you say it can happen everywhere and affects stills as well as video. When you installed the drivers did you uninstall the previous version and reboot first? Video drivers are notorious for having problems with old versions of drivers and settings. Unstall, reboot, check for remaining video remnants, repeat, then install a new copy.
