Unless he's running high end multimedia applications or gaming, a p3 733 Mhz is absolutely fine for the general user. Word processing, internet browsing, etc etc.. they're not high-end tasks. Ask any Linux user and you'll be surprised at how shitty their system can be and still work just fine -- if it's a sudden decrease in performance, I can almost guarantee that spyware or adware is at fault.
