If you want to pick up something really cheap, go look at Goodwill or in your local Nickel Ads. Garage sales also sometimes have small TVs. Craigslist is probably also a good place to look.
Somehow, over the span of my five-year college career, I managed to pick up 3 13" televisions and 1 27" TV. All of them still work. Notably, the TV we watch most is a 27" my boyfriend picked up for $5 from some dude.
If you're only going to have it a few years before upgrading, definitely go for something on the cheap side.
