Just driving by I have noticed it.
My guess is that the cover on the concrete is too low (distance between the skin of the concrete and the first layer of reinforcing steel, if it's too low, then salt penetrates the concrete and corrodes the reinforcing steel causing the steel to expand and the concrete to blow out), combined with the famous Quebec concrete that suffers from ASR (Alkali Silica Reaction) due to the aggregate that they used in Quebec.
