are you sure that is an actual photo from the ones being used, or just a stock photo? if you watch CNN or any news channel you'll notice the use of "stock footage" is rampant... a local news station was talking about flooding earlier last year and mixed in year old footage with current footage... i feel sorry if the business owner who got flooded last year was watching that day, he would have honestly thought he was flooded again that evening....
