Spoiler: You can buy them off 'Sam the Shady' early in the game. To find him go to the stables outside Imperial City and follow the wall NNE. After a short time you'll see him standing against the city wall wearing black clothes with a black hood. I'm not sure how long he sells picks for though so buy what you can early in the game. I bought a bunch off of him when I was a lower level but at around level 6 - 7 he stopped selling. Guess they figure by then you have either joined the Thieves guild or have raised your Security skill enough to not break as many lockpicks. |
