I agree with Cynthetiq's use of Maslow to explain this particular psychological issue- but no matter how you slice it, it's a matter of (im)maturity. Sure, age can play a part and often does, but there are plenty of immature people a lot older than 20.
There's a difference between the notion of (rightfully) questioning authority, and the knee-jerk rallying against authority because a lack of maturity is causing a lack of civility.
