I don't really pay attention to lighting actually. I voted my preference which is candlight, but that doesn't happen too often...too much prep
Anyway, it depends on the location and timing. I'm not going to stop and say "turn them off" or "turn them on"...that would kinda ruin the mood I think. But my guess is that the lights are usually off because our lights are usually off...we have city light coming in.
Doesn't matter to me much because I usually have my eyes closed enjoying other senses, I'm not much of a visual person I suppose.
