This is the problem with shipments of donated goods overseas: shipping is so expensive that it's almost not worth it. Better to get money, and then make arrangements to buy goods in the region and then deliver them.
That said, you're correct. Your only chance is to get some company to donate shipping expenses. My only suggestion would be that you contact the Namibian consultant to get a list of American or multinational firms who do business in Namibia, and I'm sure that at least some do; I've heard there's mining.
Then contact those corporations and see if you could "tack on" your shipment to a shipment they have going to Namibia for their own purposes; or, they might be persuaded to pay simply to be good neighbors in the country they're working in.
