I ain't got no cleavage to display, so it doesn't happen that way, but I do occasionally get a guy taking a little extra time checking out my legs when I'm wearing a short skirt. I dress how I dress because I like how it makes me feel. I don't mind guys checking me out, it is a little flattering, but I'm definitely not doing it to impress the guys.
I think for this girl, it comes down to how she's behaved on other occasions. If she makes a habit of this, she's flirting. If this was a one-time only deal, you probably just got lucky.
