Video cards don't come in watts. Only power supplies. Your stock power supply should be capable of handling a "budget" card with no problem. Just make sure your motherboard has an 8x AGP slot and your power supply has a free connector. Most nVidia cards use the standard 4-pin molex connector you see use on hard drives and optical drives.
As for a card, if you want WoW or anything else you are playing to "look pretty", shoot for a nVidia 6600GT. Its reasonably these days as a budget card and should be upgrade-proof for atleast another three or four years. I used to recommend the ATI Radeon 9800 Pro as a budget card. However, given the prices you can find the 6600 GT going for online, the price/performance ratio of the 9800 Pro blows when compared to that of the 6600 GT.
