Sounds to me like the Pentagon is saying they chose mobility over extra protection. Not being in the military, I have no idea whether mobility is a greater advantage in an urban warfare setting than protection...but it is tough to defend a decision that could have saved that many lives.

In the end, however, I get more revved up over the decisions made regarding HumVee armoring. That is a classic SNAFU.
