If you have a tv tuner in your pc (or if your video card has one...VIDEO IN alone will not enable your card to record anything, but it will allow you to watch television , or xbox, or ps2 or whatever, on your pc monitor) you can plug your cable from your cable box (or your xbox or ps2 or whatever you fancy) into the back of your video card (or your tv tuner) and record any of it using your tv tuner software. ATI's all in wonder cards have this ability; I don't believe your card does. Also, composite cables would be a better choice than s-video.

You can purchase a tv tuner for as low as $49, and it will come with its own software.

You would not need a connection to your soundcard, however.
