I'm not too worried about a chilling effect on protests, if what you are doing can't be seen by cops, odds are its something you shouldn't be doing.
What I would be worried about is what sort of information is being gathered. Is it just observation and making sure they don't break the law as protestors are want to do, or is it secret files on individuals etc.
I always assumed that for these events their would be undercover types there, so that doesn't shock me
