Yeah, you can play a PC account on the PS2 and vice versa. If you haven't played for a while though, your character might not be there.
The PC version is better though... I played with a PS2 controller. The game was definitely meant to be played with a gamepad with two analog sticks. The ps2 version is pretty much exactly the same, just lower resolution and not as good looking.
