In keeping with the purpose of this forum...

You're most likely going to have to invest some money to get this information.

Here's what I would do.

1. contact the phone company for the area you're interested in
2. purchase an electronic version of the white/yellow pages
3. write a program that would cross reference every possible phone number and denote the unreferenced numbers.

The resulting list would consist of unlisted and dead numbers. This is a very simple thing to do, however, it will cost you. Also, if you write the program correctly, you could easily integrate it into an automated phone dialing system.
