I'll second the comment--where are you getting this? Even if there weren't the Turgor pressure issue (let's say the water contains stuff to make it hypotonic), water saturated with oxygen still contains on the order of a few parts per million O2, whereas the atmosphere has about 20% O2. What you're saying is that humans are born with the ability to live with just the smallest quantities of oxygen.
