The issue is far more complex than the label of "discrimination" can possibly cover. In a short answer...yes it is discriminatory, though against hispanics alone it is not. First we need to understand that the term Illegal, is important here. As an illegal alien in this country someone is bypassing the laws we have in place , and by doing so are acting against the siciety as a whole. Do we reward this activity, and thus condone it by accepting the offspring of those in the country wrongfully?
Or do we stem the flow of illegal immigration somewhat by removing one of the reasons for attempting it?
Its a tough call....though I personally dont think citizenship should be granted.
