Sure, but that doesn't mean indictments are meaningless. What proportion of criminal indictments lead to conviction in the U.S.? Isn't it somewhere like 80-90%? If someone is indicted, the chances are very high that they will be convicted.
Of course we should presume innocence, but at the same time, especially when we're talking about the
highest levels of government, we should be prepared for the most probable outcome, which is conviction. These people have enormous power, this is not like someone off the street caught shoplifting.
