Your people enjoy many liberties. The government provides many goods and services like medical care and public schools for all citizens. The focus of your society is the well-being of the people as a whole.
And as an afterthought, that test is really, well, quite ridiculous. It makes about as much sense as a "which south park character are you?" test. Mnay of the questions give no room for middle ground. And some obviously play off the debacle of Hurricane Katrina.
