I'm not sure if it originated with oreilly, but he definitely has bumped its useage up into mainstream political discussion.
However, his talking points memos are about hte same as those you do hear on radio talk shows, blogospheres, almost any forum where conservatives speak. He rarely has something different except in recent times when he mentioned that the oil companies should be 'limited' by gov't for the good of the country. Basically suggesting profit caps bc htey are robbing the normals.
