I finally remembered what I was thinking of!
It was actually in The Lord of the Rings: Fellowship of the Ring.
When Arwen is wisking Frodo away on horseback and the Ringwraiths attack them at the river. She does something and the river surges and a giant wave comes thundering down the river and seen in it is the image of stampeding horses made of water. Very cool effect. It's what the picture reminded me of. Just took me a moment to place the visual.
