Since the question is about what is the sexiest thing a woman can "wear", I am skipping the nudity answer.
My answer is anything the promises more to come. It may be jeans and a t-shirt or a filmy, lacy teddy.
It does depend on the woman and the aura surrounding her. Some women can make a mother hubbard look sexy.
