I've won a Paypal dispute. I won an accounting textbook on eBay in July, and after a few weeks, it didn't arrive and the seller wouldn't respond to any of my e-mails. I even went as far looking his name up on a White Pages site, but the number turned out to be his grandma's. After that, I reported him to Paypal for non-delivery, and if he didn't reply within 10 days, I would get my money back. He decided to reply, and refunded me the money manually before Paypal would do it for him.
That was the only negative feedback I've left, out of 75 transactions.
