I'd suspect the cost of keeping a base open for this would be staggering too. Were it a closed base, the cost of reopening it with electricity, communications, water, sewer, etc. would be expensive. Were it a working base, security to keep people from wandering into secured areas and whatnot would be an issue as well. There is also the cleanup and daily maintenance expenses. These people would generate a great amount of garbage would need bedding and would require restrooms and showers.
Besides... Were they to have to live like the men and women who defend our country it would appear that Bush hates them.
