wear a stylish scarf instead of a turtle neck. unless you're going to a fancy event to pass as a female, i'd recommend against the heels especially if you've never walked in them before. you can buy girly flats that will do just as well. you don't have to wear makeup, but wearing a wig, unless you already have long hair, is a good idea. since halloween is coming up, that should be pretty easy to find and for an affordable price (real wigs are usually more costly).
if you're trying to PASS for a girl, don't overdue it. if you're trying to be a queen, you can be as exaggerated as you want.
