I'm really surprised she's in that much pain!! I only started 3 years ago and while it felt odd at first and I had the usual bumps, never was there pain..did she scrape skin? Don't use baby oil, that blocks the pores opened by new shaving and can cause more bumps. Powder works much better for shaving and after and the blade should never be more than a couple of days old or used more than maybe 5-10 times. Used blades scrape and cut, even if they look fine. And she shouldn't go more than a day without shaving once it's started. If the legs need it, so do other areas. Hot water surprises me as well since that opens pores-cold makes more sense.
This might sound really odd, but the very best thing that worked for smoothing the skin for me was...(weird) Revlon's 'New Complexion One-Step Compact Makeup' and no, I'm not getting into how I found this out....
