As I read this there were a group of kids and adults - all related, but none of the kids were in distinct danger (other than the hungry baby, maybe).
The helicopter pilot (or crew) should be severely chastised.
They could have taken the younger kids with their mothers, and should then have come back for the second load.
Once again I am horrified by the strange allocation of precious resources. In this case the rescue effort created a situation that needed resources to fix AND added to the sum total of the worry of the people involved.
It's good that they're all back together now, but it should never have happened.
