I'd have to see the exact quote, but it sounds like you're answering your own question, but you can't see it. The answer is, "the superdome would be able to house up to 30,000 of the city's poorest
during the storm." Apparently, they didn't anticipate people still being there five days *after* the storm (whether that was their fault or not) and they didn't anticipate water and electricity being *nonexistent* after the storm, and they didn't ancitipate the security problems after the storm.
