Too bad you didn't ask the girl out when you talked to her at the pool. You told her that it's too bad she didn't show up at the movie because you like her, and then... nothing?! WTF?
Dude, that was your chance right there. "Yeah, too bad you couldn't come, because I would've loved to see you there. How's about we go dancing/see another flick/partying/etc. together this weekend?"
It's that simple. Try it sometime. If she turns you down, then be cool about it and carry on. A lot of girls, even if they're interested in you, turn down dates when they're offered off the cuff like that. Some want more time to gather info on you, like you did with her. Others want to be asked out a second time, meaning that the guy must REALLY be interested in them (not just half-serious). Whatever her reaction, at least you put your interest out there.
As for the age, it's no problem. She's not in high school anymore and can (hopefully) make her own decisions. Also, many girls like older men anyway (we're more mature, guess), so if she's one of those, then it'll be great.
