If your concern is pregnancy, birth control pills are very reliant. So that is not exactly unprotected. I know quite a few of oral contraceptives give up to 99.9% +/- .1 s.d. That it quite abit more effective than most condoms. Of course if herpes is the concern...
To answer the question, no. And parents that do not get their daughters on birth control or teach their boys how to use condoms should be beaten within half an inch of their lives. Parents that pressure/force/allow their 14-16 year old daughters go through with a pregnancy should be beaten that extra half an inch.
